| The General Secretariat of The Cabinet carries out a vital responsibility in supporting the cabinet so that it can perform its constitutional role in its capacity as the executive authority of the federation. |

| The Cabinet shall have a general secretariat that is headed by a secretary general. This secretary general shall be appointed through a federal decree from the President of the UAE subject to the approval of the Cabinet. The secretary general shall be assisted by a number of technical and administrative staff.
The general secretariat shall assist the cabinet to perform its duties by carrying out the functions outlined below:

Prepare the cabinet's agenda, arrange its meetings, draft its resolutions and follow up their implementation.

Provide legal, administrative and technical support on the issues presented to the cabinet and forward the related proper recommendations.

Contribute to preparing the final form of draft laws and take the appropriate constitutional procedures.

Draft federal decrees and organizational resolutions of the cabinet .

Provide suggestions on developing the functions of federal ministries, institutions and authorities to the cabinet .

Follow up and evaluate performance of councils and committees formed by the cabinet and make the related recommendations .

Organize communication between the cabinet and the various ministries, institutions and authorities of the UAE government.

Propose guidelines and procedures for the cabinet functions .

Propose draft laws, rules, regulations, and decisions relating to activities carried out by the general secretariat .

Propse draft annual budget and final accounts of the general secretariat .

Represent the cabinet and the general secretariat in the legal action filed by or against them, where the general secretariat may appoint a lawyer or more from inside or outside the government to handle such legal actions .

Any other functions assigned to the general secretariat by the cabinet or its president . |

Her Excellency/Najla Mohammed Al Awar
Her Excellency/Najla Mohammed Al Awar has been appointed as the Secretary General of the UAE Cabinet since March of 2006.
Her Excellency supervises the general secretariat of the cabinet, which is at the centre of daily government business. It has the responsibility of preparing the cabinet's agenda, drafting its resolutions, and following up on their implementation. The general secretariat of the cabinet is also in charge of providing legal, technical and administrative support on the issues presented to the cabinet and making the relevant appropriate recommendations. The general secretariat also contributes in preparing the final form of federal legislations and enforcing the applicable constitutional procedures. |

Her Excellency played a vital role in the development of the two cycles of the UAE Government Strategy 2008-2010 and 2011-2013. She has also participated in following up on the implementation of these strategies. In developing these strategies, the priorities of government work in the UAE have been identified across all sectors, and hundreds of strategic initiatives have been launched to be carried out by federal government entities. In the mean time, Her Excellency has also actively participated in the planning and execution of the restructuring of the government machinery, aiming at enhancing efficiency and effectiveness levels to guarantee the achievement of the goals stipulated in the UAE Government Strategy.
In addition, Her Excellency has established the Government Communication Office and worked on developing it and closely monitoring its work. The purpose has been organizing government communication efforts across the federal government and raising them to international standards. Her Excellency has directly overseen the development of the first federal government communication strategy in 2008 and the implementation of its strategic initiatives. She has also overseen unifying the federal government identity, and providing the infrastructure necessary to facilitate the flow of information across federal government entities through establishing the Government Communications Network. Moreover, she has called for and closely monitored the process of unifying the government voice and maintaining constant and fruitful interaction with the media, all in a systematic and organized manner.
Meanwhile, Her Excellency sits on the board of directors of the General Pensions and Social Security Authority, which aims at providing a comprehensive and integrated social security network for all UAE nationals working in the federal and local governments as well as in the private sector. This is achieved through the optimal utilization of the authority’s financial resources, of which investments has totaled AED 21 Billion, towards the welfare of a number of participants that has exceeded 75,000 as of 2011.
Furthermore, Her Excellency is a member in the National Curriculum Development Committee, which undertakes the assessment of existing curricula, evaluating their textbooks and teaching methods, assessing their appropriateness for the demands of this day and age, developing the accreditation criteria of national curricula, and defining the desired educational outcomes in congruence with the national education objectives.
Her Excellency was also member on the National Elections Committee for the 2011 elections cycle.
HE Najla Al Awar has graduated from UAE university with an IT science degree and has been trained in management at London Business School.
